No you cannot, points spent are set in stone. Once you get to Class A you can still earn points, so therefore you can max out a car eventually. However it'll take a bunch of points to make that car …

no, there's not, and i'm not sure why you would? did you spend the points wrong? because you'll be fine if you just keep grinding races, building up your driving skill, until you start winning races again. i didn't spend any points, just raced the best possible stock car, until like, class B. now i'm sitting on lots of extra racing points for no reason.
long story short, just keep powering through it, you'll be fine.
No you cannot, points spent are set in stone. Once you get to Class A you can still earn points, so therefore you can max out a car eventually. However it'll take a bunch of points to make that car capable of placing in at least 3rd place to earn those points so spend wisely. For future reference there is a Racing forum to post questions related to it.
