Pretty sure it works, yes.
My cost to bail people is cheaper than it is for people that don't have that edu completed. (since I'm in a law company my costs are as low as they get, lower than some people in law companies)
Bail costs went up relatively recently, between 2 and 3 months ago, so if you're comparing your bail costs to back then, that's why they are higher despite your edu perk.
