Buying target list

Do people still sell lists of high level low stat inactive or unequipped users. My list is out of date by about 5 years and looking to update. Please let me know:

Level range (Ideally 50+)
Amount of targets (Ideally 50+)
Stats of targets (Ideally 15mill-)
Price for list (Reasonable offers considered)

Thanks in advance

Im lvl 50 and weak so you could always try me, i do have a manaca equipped though

I did not know that such lists existed :)

How much would you expect to pay for such a list? Is it for experiences of running away or is it for easy mug targets. Even to choose factions to go to war with? What is your motivation.

i have a couple you would be interested in

People used to find people with high stats and low levels that were easy targets to attack for experience to level faster. I used to have a list of them I found by searching for people with things in their name like "delete" or "inactive" but they don't seem to exist anymore.
