I want to just power-level to level 15 and I'm wondering if there's a list of high levels with under like 20k stats total? I'm aware of Locked and the_wimp.

No point in rushing. As you train and do crimes you'll be there eventually. Work on training your stats

There are a few... Locked of course. I'd suggest a forum search tbh... there are others just can't think of them from the top of my head.
Well, by a process of deduction and a little common sense combined with the searching feature, it should be fairly easy to discover a good number of suitable targets.
im pretty damn sure your faction has a large list of high level low stat peeps you can use to level off of bru. try looking in the faction forums.
