Hi, I dont know how difficult this would be to achieve but how about an option to purchase a vigilante buisiness? Owners then get requests from other players who visit the buisness to attack requested targets. Also, the buisness can be used by players to oversee the smooth transaction of deals from one player/faction to another. Employees of the buisness act as a hired security force. They declare war on players for money.

Extortion has been done for years. Ad_Hoc was the Extortion King in its day. I know I sent out over 500 extortion letters.

He even used the word faction, and extortion already does exist, albeit it doesn't happen often anymore, but still exists, he described factions, we have those already bud.
