I don't clearly know about PI upgrading. starting cost is 500mil and it happy is 2000. Then fully upgrade to 4200 happiness is how much cost including Staff, Vault, Medical Facility, Airstrip, and Private Yacht? So that is a last full upgrade or what is Eagle Island,Silo X17,Drakkar Sea Fort,Queen Eleanor etc......

Those are unique properties, one was auctioned off each month in 2012. They are now in the hands of players, so the only way to get them is to buy from the player who owns it. They have more happiness than private islands, but in some cases have less facilities. (E.g. not all have airstrips, only the eagle island, iron fist hill, maidengrave, presidential bunker and Silo X17 have airstrips, and the USS Bloodbath does not have a pool)

That total cost 1336 mil and upkeep per day 325.5k is 5000 happiness. So all of the total is starting cost 500m + 1336mil= 1836mil and upkeep per day : 352.5k , happiness 5000?

You should upgrade private yacht only if other upgrade was installed, private yacht cost a lot, yet only add 500 happiness.
so total cost is 1836 mil and if i want to next upgrade Eagle Island , how much extra cost would be? :-)
First you'd have to buy Eagle Island from BigNemesis
only the owner is BigNemesis? so where BigNemesis buy that Eagle Island? i don't see in estate agent.
