If you crash and lose all upgrades to a car...at that point, can you sell the car?

If you crash and lose all upgrades to a car...at that point, can you sell the car?
you lose only 1-3 upgrades when u crush your car.
and you can't get back your upgrades if you remove the enlisted car. Like someone have fully upgraded car and they remove from the list and sell back; but you will only get as regular car. :)
Once you upgrade a car you cannot remove it from you list of enlisted cars
