As we can all see, the 'tweaks' to the busting system have not fixed the problem of 'empty' (or almost empty) jail at all.

I have previously posted what caused the empty jail. Anyone doing (or working towards doing) Political Assasination OC's could have told you why so many people were busting. It seems no active busters were ever consulted about the jail busting problem; because we could have all told you what the problem was.

So even after this 'fix', people are still busting lots now (and keeping the jail empty) because:

Political Assassinations: Even though new busters won't ever gain enough CE to be able to be a #1 or #2 in a PA team, the people that ARE already there are busting to recoup CE losses that the #1 & #2 get from jail-success PA's. Why is this even a thing?! You succeed but go to jail? Come on Ched - if I did all the work, don't screw me over like that! It necessitates me doing MORE busting after I've reached the "holy grail" of CE level - making the empty jail problem worse! If you really *wanted* to fix the jail problem, you should have just lowered the CE required for PA, or removed PA altogether! Crippling busting to "fix" many more PA teams being made just worsens the "empty jail" problem, because now PA teamies need to do MORE busting to recoup losses.

Busting merits: If you're gonna release medals and honours all the way up to 10k busts done, then people are gonna want to get those! This isn't the cause of the empty jail though, because I remember well after the 10k honour was put in place, the jail was still 5+ pages.

HOF Ranking: I guess there are some people interested in this, but this was not the cause of empty jail either. The Busting HOF has been there since forever.

So regarding busting, the big "elephant in the room" is exactly as I said before; it's PA and PA maintenance that is the problem. Killing busting to kill PA teams (both new and current) is bullshit. Can you please deal with the problem instead of addressing the symptom? Any big buster (and PA leader) could have told you all this.

I have written another suggestion which has 100+ rates as of the time of this post on completely re-working OC's and getting rid of PA's altogether. If this was done, the busting problems that plague us would mostly go away and the jail will once again be populated.

So here are my suggestions for fixing busting:

1. Get rid of the level factor: Why should my level have any impact on whether or not I can bust someone from the jail? It should be my CRIME EXPERIENCE that determines who I can/cannot bust, and also my previous successful bust count (eg. more experience at busting = more success). You're telling me that I have enough CE to drag any 3 45 NNB nooblets through a PA, but I can't bust (say) a level 100, simply because I'm holding at 40 levels below them? That level 100 can't lead a PA (they have much less CE than me) - why does level come into it at all?

2. Time factor: Again, I can't bust a level 80 who's in jail for 12 hours. WHY NOT? This should be based on the amount of CE I have, not an arbitrary level or time that I 'just can't bust at.'

3. Nerve cost "failure": Either ratchet the "You failed to bust xxx out of jail" back down, OR get rid of the 5 nerve cost it takes. If I'm putting my effort into doing the bust, why should I keep losing nerve? Either give me the +1 bust for 5 nerve, or put me in jail for complete failure. Don't rip 5 nerve off me for 'failing to bust'.

4. Rework OC's: It's Political Assassination teams that is causing the empty jail here. You didn't fix anything by crippling busting. We're still going to want to recoup the lost CE from jail-successes. The CE gap required to do a PA is far too large in any case. OC's should be redone (whether you follow my suggestion or not!).

Things I'm FINE with regarding busting:
1. Nerve cost for busting.
2. Chain busting has been made harder.
3. The "cooldown" of the "bust bar" (what I call it) has been lessened each 15 minute tick.
4. Most of the criteria that seems to come into play when determining success.
5. The change from % to static gains.

Chedburn, I'm not saying your solution was COMPLETELY wrong, but you did admit you don't play the game, so why can't you ask some people (ie. busters) who would know what the problems and possible solutions are?

Your solution seems to have come around by trying to keep people in the jail and punish busting attempts - when any buster could have told you the busting is a symptom of the problem. You had to address the Political Assassination problem, or make PA's less attractive somehow. I'm all for getting rid of them completely.

Can you please stop punishing people who choose a specific gameplay style (CE-oriented) and instead fix the problem?

Thanks.

TLDR:
1. Rework OC's and/or fix the actual problem (PA OC).
2. Get rid of the "failed" busts costing you 5 nerve, or ratchet it down.
3. Make bust likelihood much more dependent on CE and previous success bust count.
4. Stop punishing people who want to bust!

I'll just leave this here:

Though most of it is plain english, as a newbie... i could understand just a few lines. But, i am sure that you have presented a good case....
example:
quote: should be my CRIME EXPERIENCE that determines who I can/cannot bust, and also my previous successful bust count : unquote.
2nd: Can you please stop punishing people who choose a specific gameplay style (CE-oriented) and instead fix the problem?

overall,

My Vote for you!

p.s: Kudos and THANKS to you, I could see Illusionist's lines, after 17 long days.

Completely agree 100%. The Busting Update really fecked me over, I bet it did others too.
I think that busts should perhaps stay the same difficulty, but if they provided the same amount of CE as before, then all would be well.
1.) PA people won't bust as much
2.) Harder to bust = more people in jail
PS: I read your link xD and I agree 100% with it!

yeah with the busting update, I believe Ched was targetting the heavy PA-busters; ie. those who were working towards, or actually doing PA's.

Instead he screwed everyone over, instead of fine-tuning his Chedding to target us xD

i have to disagree on one note i don't bust to build crime exp back up i push harder on safe crimes and yes i do PA,s ( i bust cause i like to )
