How much of a passive increase in speed does speed give?

Also, what is the greatest decrease of speed you can achieve with a drug?

The first time you upgrade it it gives you +3%, I have only upgraded it once so I don't know how much it increases the next times.

Not what I was asking, I know the passive merit upgrade is +3% per upgrade, I was referring to the drug.
