Just keep doing small crimes and avoid ones that give red results
Eventually you can have your natural nerve bar up to 45 - Faction bonuses and merits can increase it further

It would probably be beneficial for you to achieve 5,000 2 nerve crimes and 5,000 3 nerve crimes for crime experience, honours and rank triggers.
