Inactive players returning to Torn earn free refills. They receive one about once per week while they're away. Of course, it doesn't make up for the missed time (720 energy per day). - Jason187 [1808995]

Now that they have posted them in the forums it would be. But if they had just logged in after years of inactivity and used them, I don't believe it would be. How would they know it wasn't intended? Not …

I'm thinking that, but 100 or 122 sounds excessive, young people of today rant rant....
The op had 122 refills to train nerve or energy. this has been put on the cm to do list.
use them before they are taken away :P

If you're active you'll have far more e available to use, so hardly a bonus for going inactive
