Yes, I have been know to do it here in the states, however you get caught doing it here in the states they can issue you a ticket since it is against the law.
In Quebec, Canada a guy fought the ticket and won. You could use his case as a base for future fights in court. It has been used and won in Ontario, Canada as well.
Often radio stations warn motorist of police barricades for drinking and driving or other barricades. The purpose of the police doing speed traps is to protect the people from harm and not to ticket them and make money. If motorist warn eachoter and the other driver heeds the warning and slows down; the purpose of the police is being served: people are driving safer and following the limits.
Thats the purpose correct though it hardly ever is used like that and is just abused . 90% of the f**kers just want to throw a ticket at you. It looks good for them and they don't get in trouble for not giving out any. Climbing the ranks by screwing people in the ass. Not saying all cops are like that of course.
Once I flashed my headlights at the police; they were driving at night with their lights off (didn't even know there were cops). He pulled me over for flashing him, and said it was against the law to flash people. I told him I was just warning him because he was driving at night with his lights off. He got mad at me turned around...and his headlights were off. Told me not to do that again, and wrote me a warning.

I do it when im driving (only on my learners license) but my mum get up me when I do it now cause she read some shit about a bloods ritual where if someone flashes them (they dont have your lights on) the kill everyone in the car.
I live in Australia, bloods is an american gang...
It goes without saying that Bloods will often make the 16 hour flight to Australia, kick around for a couple days, check out the Opera House, maybe go see Ayers Rock, then drive around killing people who flash their lights at them as part of their initiation into the gang.
What a f**king dick. f**king abuse of power when he was clearly in the wrong and a bloody hazard on the road too. I'd have reported him...but then USA, you get shot for disagreeing with a cop, even when the cop is the idiot. Meh.
In Europe I do give a heads up. In the US I consider it a fend for yourself kind of place. Or maybe just TX, but no, so many drunks on the road, I'd rather they get caught.
There was a ruling in Florida that using headlight signals falls under the constitutional right of freedom of speech and you cannot be ticketed for it. There are laws against driving with your high beams with in a certain range of oncoming traffic at night. This may be the basis of the police trying to issue a ticket for this practice. But as one judge has already ruled it is protected under free speech it would be difficult for another to say it is not even in a different state.
