Yep, he's inactive - but very old, and money tends to accumalate.
At OP, not huge but it should buy you pretty much everything one needs to train and live comfortably. Better than many in any case.

It's not a lot but it would make me happy to have it... As Hobbie mentioned it will keep you comfortable for training and etc...
All that money can max your booster cooldown with FHCs for at least 7 months, so that's pretty sweet.
Why not use the money to make more money while your offline. E.g. stocks

No, the bank in the city does, it is 2b or even 3b depending if you have the job special.
