using will lower it but idk if points are included but they probably are
Yes, unused points count toward net worth like everything else you own. But using any item - points included - consumes it and removes it from your inventory, so it no longer counts toward your nw.
On the other hand, selling your points or items will keep your nw about the same, since you're just exchanging items for cash.
