Most spouses go inactive or get fedded. For getting all the faction medals you have to be active every day or else you probably aren't going to get all of them unless you're in a dead faction.

Suggestion:

You don't have to have the same spouse or be in the same faction to get the medals.
Days for separate marriages and different factions add up.

Kinda defeats the point of them being 'commitment' merits. Also there is an honour called Mission Accomplished already

But I want a new spouse that isn't dead or in jail and I shouldn't be stuck in a faction for 1000 days (2.73 years). Most people aren't going to get all the faction medals due to inactivity, not chaining, etc. 2.73 years is way too long. :3

There's interestingly a 50-50 split between players based on what they want these commitment merits should be. I'm strongly against commitment merits that simply reward staying somewhere for a long term, usually faction days.
As you say, sitting in a dead faction for years is no fun - and the alternative of losing progress isn't alluring either. Marriage isn't such a big problem, but now that you mention it - if anything we're under utilizing a part of the game. Same reason I'm against company merits.

These commitment medals are good intentioned but flawed. Almost no one will earn the top tier ones due to how torn works. However freely allowing them to add up would probably require a few other changes as well.

I feel that each of these commitment based merits are already pretty few and far between, and yes, I don't want to forever have the "dead weight" of an inactive spouse or belonging to a certain faction in order to get these merits. I don't think that changing this to be cumulative versus exclusive would be "game changing" since they are so infrequent.
