I interpreted it as that the the unpaid dues will counted debt for the person renting and not the owner. When the rent period is over the dues will be counted as debt(towards the loan shark: Duke) for the person who was renting and not the owner.
Please tell me if i am incorrect. I was told that prices for all rentals now include the upkeep by the owners. But if that is the case then won't i be paying the upkeep twice if i am correct?

Yes, if you're a renter and you don't pay the upkeep fees there is a lot to do with duke

Ok, so I get this message, I went to Duke and there is no link to pay. All that is there is he wants to loan me $72m. WTF? Where do I pay it?

It is better to add the upkeep amount for the whole period with renting amount including all services

Either way...the change sucks! Should have option to do either. Oh well.
