    Combat helmet/gloves/pants/boots & Flexible body armour for best all round affordable set. An optional extra can be to switch the helmet out for a motorcycle helmet, offers same defence but gives immunity to pepper spray, somewhat of a niche situation …

The combat gear I think is the best or at least the best that is affordable and not rare or crazy expensive.
There have been discussion that liquid body armor is better than the combat vest.

TBH I'm not sure we really know what the absolute best is the update made it so armor that covers arms vs armor that doesn't is taken into account.

EG if a trench coat and bikini had the same stats the trench coat should be better since it covers your arms. Where a bikini only covers the really important bits.

Welding mask is better still for head protection, but expensive as hell...

In the City, Items you can buy all the Armours, be sure to cover all body parts, and use armour NOT clothing as suggested above.
