i don't understand how a game system can allow anyone to prevent someone from playing for an extended period, if not forever. it seems sort of counter-intuitive. i know she's ready to throw in the towel. i feel badly because …

Spend yours wisely on stats. Try getting better income then him, use that to get even stronger (cans, drugs, etc)

Place multiple bounties on your "friends" ass and let him spend time in the hospital in between his joyful forays against you! Yes, he can just medicate/revive and continue on....but it get's old getting jumped for the price on your head every time exit the hospital.
Ignore the attacks. Wait until you have max energy. Med out (if needed), then train (or possibly in your case, attack leveling targets per "Hanks Guide to Level 15" in the tutorials section.) Once you've used your energy, use your nerve on crimes and do anything else you need to do.
And if you get attacked again, just repeat it.
If the guy attacking is your friend, you could try talking to him, but in most cases, you are best off to ignore the attacker.

270K for a bounty. Dude, you're level 11. Slut 5 times, and put 5 bounties on him every two days. He'll stop eventually, I promise.
speaking of bounties: is there a limit on how often you can do it? a friend of mine - level 15 - has been unable to play for the past 4 days because a level 40 plus keeps placing bounties. any way out of it? i'm thinking there should be a way, otherwise anyone can prevent another player from playing.
actually we think player has teamed up with another. one keeps setting the bounties, the other makes the hits. then money is transferred between them.
No you can't do much. I have someone I'm permanently bountying, it's something to do :)
They could try traveling and making money from buying and selling stuff, at least they might avoid being in hospital all the time. Money transfers like this will probably get tracked with the multi-hunter thing?

Anywho. When the guy noticed OP came back he attacked OP 18 times in 6 days. That is a lot.
I thought OP posed the question very maturely.
Depending on who is bountying her she should do a restart if shes that young. Some of these people that have been playing forever have so much money, and torn makes it so cheap to bounty low level players, that they can and will just do it for extended periods of time. Must make them feel good about themselves.
If she does restart though she needs to just not post in threads or global or anything of that nature. Those are the places your most likely to encounter the low-lifes looking for someone to harass.
The friend can med out quickly train and do crimes and log off. Sooner or later the person doing the bounties will find another target. Just gota put up with it. Also people most of the time get it for a reason so maybe she/he said something or talked to the wrong person. It will get more fun if they keep to themselves for a while tell they find their feet.
Game has been going over 10 years they are not going to change it so nubs can have a free for all and not be hammered.
You forget many (most?) players getting perma-bountied probably asked for it by being smartarses. I think the bounty system works pretty well, it's a way for people to learn about the repercussions of mouthing off.

"Mouthed off", like the egotists are the torn city behavior and etiquette police. Funny that so many other people in this game dont find reasons at the drop of a hat to endlessly bounty. My guess is that most the time its a dish it out and cant take it back without having to resort to the fact they have spent so much longer playing a game and exploit the ridiculous advantage the game gives them thing. Because we all know the level and wealth disparity in the bountied vs the bountier is often massive. I will concede to the fact that bounties are sometimes earned but to the degree and frequency that some people do it is pathetic.

Attacks are all part of the game, but there is a universal rule as to dealing with bullies: Hit the gym, get stronger and kick their ass. Good luck.
Eh I was bountied my first 100+ days, if she wants tips she's free to ask, once you learn to deal with it it's not only not a big deal but it has 0 impact on your gameplay and eventually you start wanting more bounties. Heck my bounties are from a friend cause she knows I like them.
