A while back you could leave a company and join another company of the same type and you would still have your job points.
Is this still true?
I have 3200+ job points saved up so ... I'm hesitant to find out the hard way

Yes, as long as it's the same type of company. So in your case if you joined any other pub you'd keep those job points.
You couldn't join an oil rig and get 3200 job points immediately there, just other pubs.
