In the Item API, there is an ID for each bazaar or itemmarket entry. What is this ID for, and can it be used in a URL structure somewhere else? For instance, can I use it to load the bazaar in the browser? The current torn bazaar URL uses the user ID.

Every item has a unique ID. That is it's ID.
It's how the game knows which listing that is. Beyond that, it's useless to us as users.
there is a reason for so little info, because if you had the seller ID a long side cost and quantity a program can be derived to auto buy items seen at low prices which would be an unfair advantage
in its current state only the prices can be captured, which can trigger a message for you to go a buy it manualy
It doesn't really prevent this, just makes it a little bit more work.
What it does prevent is mining for items beyond the top 3 lowest price bazaars, for instance to find the best weapons and armor.
