Now I'm not exactly too sure if this is normal but, I've been stuck on 35 natural nerve bar for, I think nearly 2 years now and I have no idea if that's a bug or that's actually normal.

just keep doing safe crimes and do not fail any crimes (get reds) and oc's. eventually you should rank your nervebar up.
