Is there a way to get dual weapons other than buying them?

nope, they used to be 'given' in the old mission system for a 'small' fee.. [:tongue:]

You may be able to find them in the city, but I'm not sure. Even if you can, I would imagine the drop rates would be incredibly low, even compared to Stat enhancers.

I've never heard of anyone finding duals in the City, don't think it's possible tbh

It's not possible and never has been - unless that is you count the age-old trick of using duct tape on a pair of normal hammers (to make the normal hammers you have to punch a bunch of trees).
