When I hover over bank icon I get a different ending time than when I got directly to bank.

Mine seems fine. Can you check your PC Clock is correct (that's a long shot but just checking) and also go to Preferences and Icons and select the option to Refresh Icons.
PC clock is fine, i just refreshed icons and still get same issue.

Daylight savings issue.
Is this a torn issue, bc its not DST in USA yet?
Yes it's Torn related and needs to be fixed, and I expect DST in USA happens within the next 33 days which is causing the issue.

We have fixed the issue. Changes will be applied on the LIVE server on Tuesday.
