You guys should consider adding a political system where players could run for mayor or comptroller or other positions and be elected by a ballot. There could be annual elections in Torn, and to get on the ticket, players would have to petition and gather signatures just like in real life.
From there, the various positions could confer little additional powers like being able to pardon a few people from long prison sentences. That way, players would want to campaign for friends running for high office to be close to those in power. And with convincing people to vote there is plenty of room for dirty politics and corruption.
There could also be polls and favorability ratings for those in office, and if somebody fell out of favor there could be impeachments before the term ended.
I fail to see what this brings to the game other than disrupting stable systems already in place? Resulting in a net negative for actual gameplay.
Releasing players from prison? I assume you mean federal jail?
No, absolutely not... this is for staff to decide and staff alone, they can't release or even deal with their friends... what you're proposing is a system that allows players to break rules and get away with it... do you really want cheats running free here?
You're basically ASKING to add corrupt members of staff to the game? Er... Why would we want this?
Learn how the game actually runs and the systems that already govern it before trying to suggest any kind of improvement to either of these fundamental systems.
