Inactive Players

Any player that has not been active more than an a year "moves to the suburbs"
1) Their banner is changes to "suburbanite" or "retired"
2) They are no longer available to be mugged

The goal would be to prevent mugging of low-level inactive players just to run up a kill-streak score.

what stopping them then to just attack a lvl 10 player that is 10 days old and left the game?
getting the killing streak doesnt take that long
