I dont have the actual formula but i think it is random, visiting the city often will increase the item drops and also awareness merits and the edu (complete bach psych) will help improve quality of items and i think spawn rate but not positive on spawn rate...hope this helps
Ive been finding its completely random. i didnt visit for 2 weeks and found over 11 items. Ive now been three days with just 1 item and thats with 1 merit towards it. so i seem to find less with the merit lol
ive been 2 weeks since without finding any.
10 merits on awareness and I'm getting about 1 item per day....no other perks though, never take LSD and not in an awareness boosting job.
You have at most two opportunities for an item to spawn after going to the city (the main city page itself, not necessarily the map) each hour, so while there is a significant random factor your spawn rates are largely a function of how often you visit the city during no the day on a day to day basis.
You chances of spawning an item (on those two city page visits per hour) can be increased by completing the Attention and Awareness (Psychology) course, spending merits on awareness, having a company job but with an awareness boosting perk or taking LSD.
I've returned a similar spawn rate to what Jobby had reported above, although that again is dependent on my activity level in terms of how regularly I visit the city.
