This comes up about once a week... You must not read the bug reports much.
Ranks were re-done months ago (almost a year ago?) so some players actually fell behind in rank. Torn did not revoke the rank, however. So, now that you may have reached the next rank trigger, you've simply re-triggered a rank you've already earned.
