What do you mean by withdraw? I don't think there's such an option?
Well there is and i have, and its not worked. You have the option to withdraw once and resubmit once.

Did not withdraw last year.
I have this problem as well. Did not have this problem on a prior account last year.
We tested your accounts and managed to successfully withdraw both? Perhaps it was a browser issue?
Possibly the issue but was the same with Chrome on Win7 and Android.
Either way, the issue has been fixed. Thank you for the help!
