For OC's when am i required to be in torn for them to work, i am assuming i just have to be in torn during the starting point and the end of the OC but just wanted to make sure.

just when the OC is ready to initiate you have to been in torn and not in hospital or jail
Also, the only requirement to be chosen when an OC is begun is that you're active in the past 24 hours (and not in Fed) ... no need to stay in Torn or out of the Hospital once your OC is successfully run.
