If that's what it's asking you to do, then yes.
its not the number of stats what matter its how they are trained. 1 whored stat is 'useless' with 3 other tiny stats.

Yeah, I didn't notice your level until after I submitted my post. Was exponentially an easier task for me given my low level.
dont worry about beating him. his low speed and strength means he cant hurt you or hit you much.
unless of course your stats are off balance like his. then it will be a cripple fight :P
if those are your stats you will struggle to beat anyone in missions.
play money if you really cant beat him pay someone to help.
You have to be tactical with your missions. They may require you to attack multiple times to weaken the opponent.
Why don't you equip multiple smoke grenades and have 3 going on the target then go in for the kill on the 3rd.
Quick and easy mission, which YOU will skip because the target is too difficult????....
