There are literally two sets of pants in the game, one leather and the other combat. There is /quite/ the gap between the two - the first is available for a few thousand, but combat pants cost several millions.

There is no inbetween.

However, looking at some items here https://www.tornstats.com/items.php , it looks like there actually /are/ several inbetweens, but unused. What for?

This practically means having a pretty big weak spot on a lot of players, which can be a huge weakness. Maybe that could use some changing.

Pants? There's several sets of armor that I'm seeing for the first time!
Riot Helmet [655]This helmet can protect you against thrown bricks, fire splash from incendiaries, and flowers tossed your way by pacifists.Unused$0$02Shop
Riot Body [656]Although this armor for your torso will slow down your dance-floor moves, you will thank it when it deflects a knife blade or a platter of shrapnel from an explosion.Unused$0$02Shop
Riot Pants [657]No matter which side of the riot you're on, you'll have more fun if you don't have to worry about skinned knees or Molotov-cocktail burns.Unused$0$02Shop
Riot Boots [658]These boots will protect you from puncture wounds, slashes, acid, heat, and the blood of the people you stomp.Unused$0$00Shop
Riot Gloves [659]When you wear these gloves you can't do fine-motor stuff like picking up a dime. But you can compel other people to do that tuff for you.Unused$0$00Shop
Dune Helmet [660]With this helmet you can deflect object that might otherwise dent your skull, while making yourself a tougher target for your enemy to find.Unused$0$00Shop
Dune Body [661]About the only challenge this body armour does not help protect you from is an itchy trickly of sand down the small of your back.Unused$0$00Shop
Dune Pants [662]Camouflaged and reinforced pants; way cool although not particularly useful for urban combat.Unused$0$00Shop
Dune Boots [663]These boots will help keep your feet cool, dry, dirt-free, and safe from impact wounds.Unused$0$00Shop
Dune Gloves [664]In addition to the protection they offer, these gloves have gecko-like grips on the pads of the fingers to help you pick up small items without putting your hand at risk.Unused$0$00Shop
Assault Helmet [665]You're going to attack the enemy, right? You're going head-first, right? Good idea to protect your head, don't you think?Unused$0$00Shop
Assault Body [666]The design of this body armor presumes you are going into harm's way. It helps make sure you can come back.Unused$0$00Shop
Assault Pants [667]These pants protect you against stabs, abrasions, and shrapnel, and have lots of useful pockets and pouches.Unused$0$00Shop
Assault Boots [668]Wear these boots to walk easily over booby-traps, razor wire, and the bodies of your opponents.Unused$0$00Shop
Assault Gloves [669]With these gauntlets on, you hardly need a weapon beside your hands. But take one anyhow, just in case.Unused$0$00Shop
Delta Gas Mask [670]Even the air you breathe is out to get you. This enhanced gas mask can filter out most of the toxins.Unused$0$00Shop
Delta Body [671]This body armour combines protection and flexibility, so you can move and fight with confidence.Unused$0$00Shop
Delta Pants [672]Battle on any battlefield and wade through any risk in this high-life-expectancy pair of pants.Unused$0$00Shop
Delta Boots [673]With these boots you can do just about anything safely except maybe walk on water.Unused$0$00Shop
Delta Gloves [674]Damage resistant and flexible, these gloves let you deal a hand of cards in a fire-fight, if that's what you really need to do.Unused$0$00Shop
Ballistic Face Mask [675]Kevlar layers and an impervious faceplate let this helmet protect your head in most combat conditions.Unused$0$00Shop
Ballistic Body [676]The Kevlar armor in this bodysuit protects against slashes, punctures, projectile fire, and accusations of poor taste.Unused$0$00Shop
Ballistic Pants [677]Wear these pants whenever you need to slide down razor blades or roll in a pool of fire.Unused$0$00Shop
Ballistic Boots [678]These boots resist shock, heat, slashes, and punctures, and add force when you have to kick your way out of a situation.Unused$0$00Shop
Ballistic Gloves [679]Ultimate finger-protectors. Kevlar is light, flexible, and really tough.Unused$0$00Shop
EOD Helmet [680]Got a bomb? We have the bomb-disposal helmet for you. Rugged and impact-resistant, with a built-in mini-searchlight for helping you read the instructions you wrote on your hand.Unused$0$00Shop
EOD Apron [681]When the bomb goes off, its impact goes everywhere. This apron shields your vital organs from blast compression and debris damage.Unused$0$00Shop
EOD Pants [682]These pants are not stylish, but they will help you walk away should that bomb go off while you are disarming it.Unused$0$00Shop
EOD Boots [683]Sturdy and stiff, with good treads for good grip, these boots can protect your feet from powerful blasts.Unused$0$01Shop

All of those were on the list I linked above.

If you really didn't see it: https://www.tornstats.com/items.php

U
nused items, for some odd reason.

EDIT: Also, the last set of gear is actually bomb defusal armor. It's a real thing too: http://www.thatshowtorncity/wp-content/uploads/2011/03/BombDisposalSuit.gif

From the link Nanoro posted, https://www.tornstats.com/items.php

I just sorted items by name and SUDDENLY all this cool armor this came out.

There's a TON of stuff I haven't even heard of - there's a growing tent for producing Cannabis for example, there's Black Unicorn, a Lock Picking Kit, all sorts of masks...

Also, the last one doesn't seem to be hazmat armor, it looks rather like bomb squad armor.
