EDIT: My bad, I found this thread that complains about the same thing:

I'm not sure if this constitutes a bug perse, but it is very annoying.
Lets say you have a bet at the bookie for 10 million. Later on, with 1 million in cash, you decide you want to reduce that bet to 5 million. But - it won't let you. You only have 1 million on hand, so it only lets you change the bet to a maximum of 1 million (even though really you're just reducing the existing bet).
So fine - you bet 0 and take all of your money out - place bet. Now the bar on the left side of the screen says you have 11 million (1 million + the 10 million bet), but when you go to place your 5 million dollar bet again - it still won't let you - it only lets you place a bet for the amount of cash you had on hand before removing the bet (1 million).
So now - you need to actually refresh, or go out and back in, and only THEN can you place your 5 million dollar bet.
Similarly, you have a 10 million dollar bet, and you have another 5 million in cash - you decide you want to raise the bet to 15 million but - nope. You can only change it a maximum of 5 million, without going through the same process listed above.
Shouldn't you be able to change an existing bet to any dollar value less than your existing bet plus cash on hand, without needing to zero out the bet and refresh first?
It wouldn't be such a big deal, except that being a poor noob, I use the bookie to store my money, and after a large trade when I want to store additional money (or when "withdrawing" money from a bet to buy something), it takes some time to do all the steps listed above.
