I just hit 10 years in Torn a couple days ago but I did not receive the merit. The "Awards you are about to unlock" list showed it coming up (99.99% last time I looked). Now that I've passed it, it no longer shows in the list but I did not receive it.

Ah gotcha. I guess it's just a bug in the "About to Unlock" list logic then. Thanks.
