Just send a message a few sentences long to the target, and make sure to use the word "attenuated" somewhere in the message.
Just send a mail with said word to that person.
When I received that mission, I just cut and pasted Duke's mission into the message.
It would be interesting to see a player come back after 5-6 years of inactivity to find an inbox full of messages with the word "attenuated" and a ton of packages with crappy items inside.
So do I!
