Give me $1,000,000,000! and I will tell you where the tutorials and guides section is in the forums(In forums go to tutorials and guides, find a levelling up guide :D)

Every attack gives you xp, so you may as well attack me and lose a few hundred times - this will get you quite a lot of levels.

What I do is do missions and then when I come to one I know I won't be able to beat with my current stats I train and then I use them for XP so my stats don't suffer and I'm still increasing my levels faster than I would by attacking normally.

You don't need to. Level 15 is important, and I'd encourage everyone to rush to reach L15 as soon as they can. But after that, level never makes a big difference. It will give you a few merit points (one every 5 levels, I think), and it will give you a little extra life, which might matter in a very close fight. But after level 15, it never makes a big difference the way L15 does.

Stats matter a lot more than level, so if you use energy to level up quickly, you've done less training, and you're a higher level. That leaves you weak for your level. Better to use that e to train more. Leveling up will come naturally.

On average, you have leveled about once every four months. Your definition of "fast" may be different than for others.

Just log-in more often, do crimes, take courses, complete missions and hit the gym a lot. You'll level up at the right pace that way.
