I'm somewhat newer to Torn, Im level 9 at the moment and just wanted to know what the best options i have weapon wise to help leveling up. Also just any tips to get better in the game and level up. Any advice is greatly appreciated!! Thanks!

Sort by average to find some of the best weapons of their type http://www.torn.com/wiki/Weapons_%26_Armor#Melee
Pick up a macana if you can, it has great damage and accuracy and is pretty cheap. That'll help you weapon wise but there's no replacement for time spent in the gym.
avoid factions and attacking, train in gym with candy and ecstasy, you will gain exp from gym and crimes to level up naturally, avoid rushing it, or you will make yourself a target for power-levelers. power-leveling is pointless, as you won't be able to beat anyone at the top without stats
While I mostly agree with this... I will add that power-leveling to 15 is viable as that unlocks travel agency from where you can make millions of cash from relatively little... which can fund more expensive training.
