You level up by gaining experience, one of the best ways to do this is to attack a person, win and leave them on the street. The harder the target the more experience it gives. Though many actions contribute to experience such as passing an organised crime, completing crimes, missions, training in the gym etc.
In some companies you can exchange job points for experience such as the clothing store, hair salon or lingerie store.
