So just bought a Bipod for my ArmaLite M-15A4 Rifle +20% accuracy -30% dexterity I received my 20 percent accuracy but it did not take away my dexterity

Apologies for the bump, and the segway, but can you clarify how "Decreases in stats via weapon mods" work in detail please? :
1.) Group Attacks - i.e. player A has -%30 dexterity mod equipped. Attacks Player B with modded weapon, after player A's initial attack but before player A's second attack with a different weapon player C joins in and attack's player A. Does player A have -30% dex against Player C as well as Player B in this scenario?
To me this is a pretty big deal breaker for certain mods, also it means certain mods are much better than they initially appear. This is also very hard to test accurately as a player.
2.) Do "Decreases in stats via weapon mods" apply only in the round of combat (and apply until next round of combat until entire attack expires) where said weapon is fired/used and immediately go away the very next combat round if a new weapon is used? no hidden timer on weapon mod debuffs?
3) I assume minus stealth mods work a bit differently than above?
I think it's all pretty simple - if you used weapon with this mod, your dex will be decreased when your direct opponent (the one, who you attacked) will make his next hit. So - you tried to hit, your dex decreased only for next attack of your direct opponent (and only for single round, not entire fight).
So a person like me that has 0 dex basically it is ideal because I am losing 30 percent of 490 dex? So for those who are dex whores it would not be a good choice. :) I knew I hated dex for a reason.
