Small light mod gives -6% to opponent accuracy and -2 to opponent stealth, does it work also when I am defending and using just my meelee while, primary gun with mod just equipped?

Small light mod gives -6% to opponent accuracy and -2 to opponent stealth, does it work also when I am defending and using just my meelee while, primary gun with mod just equipped?
You would need to use the primary weapon when defending or attacking, it only works when that weapon is being used not any other, so for example if you used your primary and ran out of ammo the -2 stealth would remain when swapping to melee (granted you used it at least once) and then your -6% acc would be removed as you stopped using your primary.
