nope, it wouldn't - 88% will go to 91% it's 25% of the missing effectiveness (checks up to 100% and not 150%) in easy terms: 88+0.25*(100-88) - you can sub 88 for whatever efficiency your employee has a second manager …

I am pretty sure it is 25% of the missing effectiveness for all employees.

This could of been changed since then, though..
So if someone has 88% it'll give them full effectiveness and if they have (for example) 50% it'll give them 75%

a second manager can stack on top of the 91% to give 93.25%
EDIT: also note that the 25% is checked at 100% efficiency - so the real boost is checked at 25%*(manager's efficiency%)
it has a much more massive effect on employees with 1-2 bolts, than it has on employees with 4 bolts
Not all companies have "manager" positions.Say for example in case of Law Firm is it the "trainer"?
trainer is something different. they add one more train (if they have 4+ bolts). not all company can have all five special positions (trainer, manager, secretary, cleaner, advertiser)
