Uhh

Torn city need a house with safe room keep you from being attacked for a couple hours but u gotta stock it with supplies or be hospitalized due to exhaustion

Interesting concept, but needs some balancing work from you.

Obviously you can't attack from it, but what else are you prevented from doing in there?

And what stops you just sticking in the safe room, in a hosp loop, to completely block off attacks?

And for the love of god don't have it effect happiness because that would really hurt it's viability for those who'll actually need it.

And what are the supplies prices, and do we have to leave when purchasing them? Should they be cheaper for weaker players?

Yea it does need some balancing supplies would be from a couple mill up and it won't affect anything but access to the city and stuff for a period cause it will have cool down time

Happiness could decrease either slowly or rapidly depending on the A) Supplies available B) Size of storage for supplies.

You could initially buy from a TC Survival Store (like Al's Gun Shop, Bits n Bobs etc) limited to X amount of supplies purchased daily. The more people that buy the less supplies available and supply price increases.

The only other option would be to leave the "Safe House" which will enable you to search the city (much like City Finds at the moment.

Or maybe have the supplies based on the property of the player now that I think about it, meaning the weaker players who will actually need this can make use of it easily.

It's not a perfect balancing mechanism, but it would stop this becoming a tool for rich people to just avoid crap whenever they feel like it.

Let's be honest, the players who will benefit the most would not be very rich.
