Hey now families where people have dozens of brothers and sisters is perfectly normal...
The guy seems to suffer from mental issues, he's a scammer (though i'm sure he wont bounty me for saying it)

Just stay in hosp until full energy/nerve. Then med out, train, do crimes - and enjoy the safety of hospital after. When in hospital, you can't be mugged

And posting this on forum just make him put event more of them, because them effect you.
Try ignore him, up level (bigger level = more cost per bounty) and try control yours med cooldown
Well, not only he's a scammer but also scum. U'r only lvl 2 so he can put 100 bouties on just for 2M. You can try and file an harassment report...
