Is there any way to get more free refills? I used all mine an kind of need some more, yet I don't have any points, so is there any way you get more for free?

You can buy FHC or take xanax (gives you 250e)
But for free refills, just go inactive for a while :P

Nope, unless you find a faction kind enough to let you have them. Every other method requires payment of some sort; free refills are an incentive to get you back into the game, not a daily thing.
Going inactive is the only way.

or you could just restart legally and don't waste them

How about this... Logoff for 5 hours, and when you come back, your energy will be full again... Repeat as many times as necessary.
From experience of inactive times, roughly each week inactive gives 1 free refill, an incentive for returning players to get back into the game after long periods of inactivity.
