So, recently I was farming EXP off of a few low stat deserters, and that gave me an idea. What if leaving the same person in the street over and over within a short period of time reduced the amount of EXP received from that person. Eventually (about a week) it would return to normal. It would work the opposite way for factions, hospitalizing the same person over and over should increase the gain from it (also resets in about a week)

What's the purpose of this? Sounds like a random suggestion that's not useful.
It would prevent people from farming EXP from the same people over and over, thus adding another chalege to finding targets
I don't think it's a good idea to make it harder to level up. It's helpful for new players getting to level 15, and if they continue to power level they're just screwing themselves.
