I have the second tier education merit, but it still says 2%. Is that a bug or did it not increase?

I have the second tier education merit, but it still says 2%. Is that a bug or did it not increase?
It is 2% for each "tier". So if you have the second "tier" unlocked you will have 4% (2*2%) and it will still say you will get 2% for each upgrade on the page.
Start a new education and confirm by calculating yourself.
On your merit page it will still state 2% as that is what each upgrade gives.
Look at your home page and the Personal Perks box, what does this state?
It should be: Merit - Education reduction - 4%.
