If your brother is in federal jail he can appeal his ban just by logging in and leaving a message for staff. Other than that he will have to wait for his sentence to be over, or if he's permanently fedded he will have to start a new account.

Federal jail means it was suspected as a second account. Message someone from torn to talk about it and get it rechecked/verified
