There is no class E cars can go untail A?
You mean buying a class E car, and just running that same car until you reach A class?
That's not likely to work out well for you, no. The higher class cars have higher speed, higher acceleration, faster braking, better handling, etc. E class cars are at a big disadvantage compared to B and A class cars. You need to use cars appropriate for your class to be successful.
It's... possible, but extremely low chance.
You mean its not even remotely possible and has no chance of happening.
No, it is possible, random chance has a habit of that, but the chances are like 1000 to 1
I can;t even think of a line of thinking why you would want to, even if you could?
Even if you wanted to save points, I'd bet you're better off with a stock Class C car than a maxed Class E. Plus if you don't make any upgrades, you can unlist the car later so it's not like you'd even have to invest in the better cars.
If you're not worried about the cost of cars (which at those levels is incredibly nominal), it's undeniable that you'd be WAY better off by putting 50 points into an E, D, C, and B car than 200 into an E even if you didn't want to put effort into dividing them more strategically.
If you're not in a hurry, you can definitely take less aggressive approach than the guides generally recommend, but upgrading your car is a strictly dominant strategy.
