Levels are gained by gaining experience within the game. There is no visible experience bar in the game. It's thought that almost everything done within the game counts towards this although only the following are known.

Attacking and leaving (see this as 100% xp gain) another player on the street. A higher levelled victim will yield more experience.
Mugging another player. Gives less experience (gives 55-60% xp, in comparison to leaving.) than simply leaving.
Hospitalising another player. Gives less experience(gives 40% xp, also in comparison to leaving) than mugging.
Committing crimes.
Training in the gym.
Working at a job/gaining work stats.
Company specials (trade job points for experience); clothing store, night club, hair salon, lingerie store, theatre.
Reaching level 5 in Torn Lite on Facebook.
Easter Egg Hunt - finding a pink egg.

If you receive one of the missions called Standard Routine, copy the URL of that target and come back to hit on him.

(Because you are required to beat him/her using a clubbing weapon or with your bare fists, he/she should be easy to deal with.

I can recommend u some ez level 40+ player for u to hit. This can help you to level up quick. But firstly i need to know what's your battle stats like ?

Level 15 is important, since it gives you the ability to travel, and traveling lets you make money much easier.

But beyond that, level isn't particularly important. You get a few merit points (one every 5 levels, I think) and you get more life, which can help win a close battle, but overall, it's not important.

If you actively work to level up fast, you can, but you're spending your energy attacking instead of training, and it doesn't take long before that leaves you as a fairly high level player with fairly low level stats.

The stats are much more important than the level, so I'd recommend you focus on training, not leveling up.

If you work at leveling up, instead of training, you end up very high level with weak stats, and that makes you a target. This is an example of that. Level 100, but he has the Punchbag title, and has won only 249 defends, while losing 10,500+ defends. Due to his high level and relatively low stats, lots of people hit him when they want to level up, or if they need an easy target for a mission.

So you might not want to actively try and level up. If you play, it'll come naturally. I usually level up when my faction goes to war, because I'm doing a lot of attacking during that time instead of training.

You attack higher lvled players and leave them.

Looking at your personal info I don't think its smart to level up too fast because you look VERY weak. I would suggest not attacking as much or at all and focus on stats. Use Xanax and refill whenever you can. Leveling is useless for you since you don't attack a lot and you can already travel (besides getting merits.) so there's no point in rushing.

In the hall of fame look at your level ranking and your battle stat ranking. If your battle stat ranking is not way higher than your level ranking you need to train more first.
