Not sure I follow you, but my thinking is that the local government of Texas should have been responsible for determining the threat posed to their population and they should then have decided what needed to be done. The Federal government certainly could impose standards based on Federal funding, but until this storm I am pretty sure that Texas was giving more to the Federal government (the citizens of the nation in reality, because we are the ones who fund the Federal Government) then Texas was receiving... perhaps this storm will change that calculus, but I still don't think that the Federal government should tell Texas that they need to worry about earthquakes the same way that San Fran does, and San Fran shouldn't have to worry about storms the same way that the gulf states do... and I am pretty sure that was the purpose of Trumps decision.

It was all over the news all the time... of course it could have all been driven by the petroleum products industry, and bought by the government... we didn't have the internet yet, so all we could do was believe what we were told by the people in charge, lol.
I saw, "Do you like Russia?" in some kind of poll on Youtube from a MSM network, who arpparently decided as a social experiment to release this youtube video with the results of some "exclusive" survey. And one of the questions was, "Do you like Russia?" So I hit the comments with "Do you like Russia? What the hell kind of question is that? Do you like Madonna? Was that on there too?" The video was removed within the hour. I don't presume to be the cause of that, but maybe they reconsidered releasing such a biased and ridiculous video of their own accord.
Russia is a powerful country, and one that very few in history have been able to beat. Especially in the winter. We are, however, opening up to a meaningful and mutually beneficial dialogue with Russia. I remain convinced that had Billary Clinton won, we would be warring Russia now. While the Trump Presidency us, perhaps far from ideal, we dodged the financial burden of the Paris Climate Agreement (big money sink there) and a conflict with Russia that would have very likely been a WW3-esque scenario, if not just oughtright WW3. I think we would do well to move forward, not backward, with Russia.
Like it or not, a strong U.S./Russia alliance would preserve the balance of power from unwanted intrusions by the U.N. and other anti-Western (and indeed anti-Russian) influences. This is desirable, and I believe the outlook of most American families would share in this sentiment. The days of fear-mongering against the big bad Russians are gone, as theuy should be. We long for dialogue, alliance and mutual trade and benefit, things that could best be provided by a carefully planned and implemented Russia/U.S. alliance.
Trump is wise for leaving that door opoen, even as Billary's goons scream that it be slammed forever closed. This is why liberal "facts" are viewed with so much mistrust. Propaganda, whether under the guise of fake science, biased polls, twisted facts, or outright lies is increasingly being recognised as just that. Trump is trying to forge strong ties to a post-EEU-U.K. and Israel, and that is strategically sound.
Free trade and open borders are pure folly. Israel in particular, is an example of implementing diversity in the best possible way for all concerned. We could also stand to follow the U.K.'s example when it comes to entanglements into large multinational arrangements like the EU/EEU. Trump may not be the most well-met diplomat, but his intentions seem to be sound.
