Under a mission it says to go to South Africa and attack two people then go to Canada. I've went to both places a couple of times. Where the person should be listed, there is a blank line. It will not let me attack and complete the mission. Any suggestions? Thank you :)

Make sure you actually picked up the mission. Before you leave Torn click on the targets and make sure they are not active and has not flown away. The proceed to the country and they should be highlighted for you to attack.
If none are highlighted but are still inactive submit a bug report. I never fly before looking at my targets. Waste of time and E if you don't.

You can also write down their IDs and paste them into the default attack link, that is the workaround recommended until the issue is resolved.
I had this once and it seemed the target had been in hosp from a prior attack as it appeared where the blank line was a while later
